Makes transaction fees rise automatically when the ledger is busy, so spam becomes expensive and legitimate payments still clear.
What it does
The first amendment enabled on Mainnet. Instead of a static fee, open-ledger demand pushes the fee higher until congestion eases. This is the anti-spam throttle that still governs XRPL today.
